Can I put these in my community fish tank?

The bamboo shrimp wouldn't be a problem, but really instead of adding the shrimp you may want to consider boosting the schools of your fish. I'm not sure what a harlequin tetra is, but if you mean a harlequin rasbora they should be kept with at least 5+ fish. The dojo loaches also prefer at least 3 in a group. Also, I'm not sure what kind of pleco you have, but unless it's one of the types that stay small like a bristlenosed or clown pleco - it needs to go. It'll quickly outgrow your tank.
